The consumer group Citizens United for Consumer Sovereignty plans to file a complaint against Tesla with the Korea Fair Trade Commission (KFTC) on Thursday, according to Reuters. The group says Tesla sold the FSD package to buyers whose cars cannot legally run it, and is asking for a temporary order halting that marketing, fines, and referral of the case to investigators.
The issue is where the cars are built. The Model S, Model X and Cybertruck are made in the US and enter Korea under the free trade agreement, and only they received FSD (Supervised) when it was switched on in the country last year. The Model 3 and Model Y sold in Korea come from the Shanghai factory and need a Korean approval that FSD does not have. Tesla's Korea manager told lawmakers the system works on about 20% of registered Teslas, and Tesla has sold more than 170,000 China-built cars there since 2023.
The KFTC has been examining Tesla's FSD advertising since earlier this year. Tesla filed for certification only about two weeks after an October 8 parliamentary hearing, and the transport ministry said the system does not comply with local safety rules, including the requirement to keep hands on the wheel. Tesla did not respond to requests for comment.
